Whilst the eyes of the world have for these three years been fixed on Gibraltar, I have been an attentive observer of what has passed, confident as to the resuit.b

Although unconnected with this war myself, yet it may be permitted to an old companion in arms, to congratulate you on the glory you have gained, and to unite with the rest of Europe in admiration of your ever memorable defence.
